Dice that produce doubles less often than random, or even pseudorandom, favor the stronger player because of the reduced variability. A couple of examples: 1) The better player is less likely to be in need of a double at the end of a bearoff, and more likely to be the one who hopes they don't see it. 2) The better player is more likely to be the one blitzing the weaker player, and happy to have less worry that the opponent will stop the attack cold with an entering double.
And yes, Petch-ie, I am thinking of a real life example! Have those people ever forgiven you for "ruining the dice" in the Lagoon?
