So the good player who knows when to double is suddenly doubling late and taking too many race cubes. It is thus a disadvantage whether he is winning or losing the race. Your example advantages the race winner which will be the better player how much more than 50%? The good player's shot counting will effectively be off. A lot of what makes him a good player is destroyed. Also doubles often being more difficult to play is a factor.
