If you look at the history of backgammon in the 20th century, a couple things stand out:
In the 1960's, Obolensky (never know if I spell his name right) got the game back in the limelight with his tournaments, etc. That exploded in the 70's with lots of media coverage (e.g. Playboy and Sports Illustrated). But then the game waned in the 80's.
In the early 90's, FIBS came online. That was the second kickstart -- backgammon in the internet age. Things have been kind of status quo since then. I don't think the plethora of gambling internet sites made much of an impact, but that may possibly be due to Frist's jackbooting.
Thus your contention that a fair internet site for money play would help seems reasonable. I think that is one component. Direct 'recruiting' of young players (in a non-gambling environment) would help, too. Recall FIBS initially was, for the most part, non-money play (and still is). Money play and non-money play can live in harmony. They are not contentious but in fact symbiotic.
