The chouettes are non-consulting because they have ALWAYS been that way in Los Angeles and most L.A. players, good and bad, prefer it, as it is a much faster game. I agree that non-consulting is a big advantage for the stronger players, perhaps that is why so many of the other rules of the chouette are aimed at protecting the weaker players. It must be working, as L.A. is one of the few places in the country, if not the only one, that has 12 to 25, or more, players playing in choues at two clubs, within 2 miles of each other, 6 days a week. On Wednesdays, you can add another 12 to 20 players at a third location. All clubs play non-consulting and follow the same rules.
While a consulting chouette has the positive aspects of protecting the weaker players and being an educational experience for some, I find them slow and boring, as do many players.
