Chouette order rule - has anyone played this way? How common/uncommon is it?

I never said ALL the rules were designed to make it better for the weaker players, I said; 'Most of the rules are designed to make if more fair for the weaker players.' Consulting or non-consulting is not a fairness issue.
There are pluses and minuses to the L.A. non-consulting chouettes and to the consulting chouettes played in other cities. I have played in consulting chouettes that are extremely slow and boring and have seen the weaker players get singled out in ways that are degrading to them. I am not sure the non-consulting chouettes are that much worse for them. Being able to pass strong players and make the weaker players play the game is something that can only happen in our game if the weaker player doubles on an earlier turn. There are many ways for the stronger players to steal points in consulting chouettes.
In balance, I would say the biggest factor in the reason I prefer non-consulting chouettes is the speed of the games. I would venture to guess that the games in a non-consulting chouette are 25 to 50% faster, when played to completion.
