1) The spec may not see it as well as those closer and be wrong.
2) Some specs may assume it is ok to speak up when it is not or may not realize that the should speak up since they don't know that it is OK for specs to speak.
These are good reasons why a spectator's interpretation should not carry the weight of an authorized monitior or the players themselves. Within those bounds, however, I don't see anything wrong with giving a spectator the privilage to point out to the players an irregularity that the players have missed. If the players then agree, the problem can be fixed. If they do not agree, then the player's interpretation should hold sway.
I have a small concern that not all spectators are equally competent. There should be a way to silence a spectator who interrupts the flow of a match with spurious "corrections." In addition, spectators, just as much as players, should be on their honor to correct all the illegal moves they see. They cannot be allowed to pick and choose.
I am confident that the players who regularly take part in local BgBB tournaments in the Bay Area would do a good job as spectators. I would gladly have almost any of them helping out as "unofficial montiors" in a match I was playing. Frankly, I would prefer having their help than not.
