Not at all. First of all, there's a difference between the complexity of the ruleset and the complexity of the heuristics needed to play well. Eliminating the Crawford rule clearly reduces the complexity of the ruleset, which is important for beginners.

It's not even clear that the complexity of heuristics needed to play well is more complicated. You're judging it from the perspective of someone who is already familiar with the heuristics needed to play with the Crawford rule; that's not a fair comparison.
