In retrospect, I think I let myself be misled by Leo's phrasing of the question. I now think that instead of thinking about how to make the bar, I should first have thought about how to play the 6. Although 8/7 looks nicer than 13/7, the more relevant comparison is among 13/7, 24/18, and 8/2*.
