USBGF Streaming Dream Team

I wasn't sure about this streaming dream team thing and had to look it up. My opinion is that the primary difficulty is not in the lack of volunteers but no method at present to organize people to do the work.
I'm not sure I understand the distinction you have made with regards to regular and committed. I assume a regular transcriber who is one willing to commit to doing a number of matches at a time on an ongoing basis; a committed person is someone who accepts a match for transcription and does it in some allotted time period making them a reliable describer (but not necessarily regular)?
I would want a group of people to include regular transcribers and people who aren't regular but are reliable enough to produce a transcription in some reasonable amount of time after being assigned. I have done transcribing in the past for the USBGF. I'm not regular but I am reliable if I accept a match. I wouldn't get on board a system where I have to be regular transcriber.
Organizing people and making available matches to be transcribed is important. Create a system where people who want matches transcribed (TDs, organizations, events) etc can register. Same site allows anyone to sign up to be a transcriber. People who produce videos I'll call producers for simplification.
A producer logs into their account, and provides a link (with any details) to the server. The server then sends out a notification to those transcribers who wish to be notified of new producer requests. Transcribers could also log in whenever they wish and see a list of the matches needed transcription and see which matches are in the process of being transcribed etc. The first transcriber to log in and accept the match takes it. Once a match is taken anyone who tries to claim the match can be told the match will be transcribed. If the server sees that a person has not transcribed a match in a certain time period it can then release the match back to the pool of matches that need transcription.
If regulars want to do a bunch of matches at once they just claim the number they can handle as long as they are done in a allotted amount of time. People who claim matches but don't transcribe in a timely fashion can be tracked by the server.
This type of system would cater to regulars and people with limited time. It would help in reducing duplication and people would know what is going on with matches. It also creates a place for registered people/organizations to produce videos and request a transcription.
