For checkers that end up as blots or spares when they are moved in a play, midway stopping points also count as “destinations.” Consider, for instance, opening 32:

D = 13/11, 13/10
d = 13/8 = 13/10/8

The reason D outranks d is because of blot and spare destinations. D puts blots on the 10pt and 11pt. d has destinations on the 8pt and 10pt. D wins is because its 11pt destination is preferred over the 10pt in play d.

Note that 13/8 = 13/10/8. For purposes of Nactation, it does not equal 13/11/8. In a continued movement such as 13/8, Nactation requires that the high die be played first so long as it is not blocked, and no midway hits must be made or avoided.
