Tough defending vs. backgame play

Tough position, I'm tapping around in the dark. All I know is that Black has established a 1,3-backgame with the option of converting it to a super-1,2,3-backgame. Interestingly, her timing isn't good, and the two blots on her 2- and 3-point are quite inactive. I reckon that Black would like to "recirculate" these blots to improve her timing. For this reason, I suppose that White should try to avoid hitting and getting hit. I try 21/16 20/16.
