I agree with your thinking, Bob.

One thing that does occur to me is that pulling the goalie for the entire game exposes a weakness in the tie-breaker system. Suppose the opposing team were also on the bubble. Pulling your goalie would effectively give them a bye into the playoffs. That would cause a big hullabaloo, and might be bad for hockey overall.
