You will never get a concensus on this....everyone has their own opinion. I have always believed in paying more places and letting more people walk away with at least their entry fee back (maybe all quarterfinalist and finals of last chance and semifinalists in consolation) and to do this the money comes off the top of course, and I would take the biggest chunk off of the winner.
The winner is very happy to be declared the winner, get the most ABT points, and generally he is willing to take less for winning anyway as can be seen from the huge number of times there is hedging along the way. In fact, the hedging proves to me that we are too top heavy. Of course people who never hedge or have a lot of money or feel they are so much better than their opponent or whatever don't like this dilution of the first place money, but if you look at the historical records of most of these players, they would have made more money at the end of the year, or not be affected much, but reducing the first place money because there are very few that have a chance to win first place many times. So yes, this would hurt Mochy a little, but help everyone else.
Now one solution is to keep the prize higher for first place in the Open, because the open is more about the money and you have more players there for the money, but it certainly doesn't make sense in Intermediate not to let more people walk away with some money and end up being happier about the experience of playing in a tournament.
Even in the Open I believe this is true except possibly for the biggest tournaments that draw international players where they need to have a shot at bigger money in order to have an incentive to come to try to win. (Even then most will hedge in the money rounds!)
As for progressive consolation, I think that is the worst invention since the invention of settlements. Nothing holds up a tournament more and makes more people miss flights or have to forfeit matches. Please don't do it. (I hate settlements because I hate to sit there and listen to people arguing over a half point on a 1 cube or trying to get a wash on a 1 cube while the rest of us are sitting there trying to finish the game and play some backgammon.)
