There's one fair way and one efficient way...

Here I disagree with Neil in that I feel that tight time controls will drive players away. (We don't want to drive anyone away. We don't have enough players as it is!) Fact is that 15s/roll + 2m/pt will move things along quickly! Just having a running clock on the table to remind players not to dawdle leads to quick play. The problem isn't with 2 hour long 11 point matches. The problem (as has been documented here) are the 3.5+ hour matches. Just about ANY time settings will stop these.
The way most events are processed now is that clocks aren't instituted until a match is already a round or more behind. The damage has been done.
EVERY OPEN LEVEL PLAYER should buy a Bronstein clock (e.g. Excalibur Gametime II from CJC for $40) and bring it to every tournament. Then the above fair and efficient thing would happen.
