It looks like the offended player can waive the penalty. IMO, this would be the proper thing to do when your opp is new to clocks, for a couple improprieties, anyway. After a grace period, if s/he hasn't learned you could start accepting the penalty.

Unlike bridge, directors are seldom called in backgammon. This rule could change that....

So in addition to having a rule which non-experienced clock users might not like, we have a rule that directors won't fall in love with, either.

The sooner we get over the learning period, the better. Time to get started!
