Not a single US tournament today, as far as I know, mandates clocks in any round of an Open flight.

That is my observation, too. Directors' reason is that they don't have enough clocks.

In reality I don't think US directors (NOR most players) feel that time is an issue. At least not enough to take aggressive action (such as discounts or bonuses to players who bring clocks to tournament).
