I analyze as follows:
Core factor = 4/2 = 2.
Speed factor = 2.5 GHz / 3.0 GHz = 0.833.
Design factor ~ 0.9 (guess) because, unless the new AMD's have made an improvement in efficiency (which they might have -- I haven't kept up) the Intel's have a bit of an edge, I believe because of instruction set support differences.
Finally there is the efficiency issue of GNU-bg -- does the number of CPU's in use matter? I've found that if you run N instances of GNU-bg-0.14 and divide up the candidates you do better (at the 1.1 to 1.2 factor) than running a single instance of GNU-bg-0.16 with N processors. (I did this study over a year ago so possibly newer 0.16 releases have made up ground -- don't know.) I don't think this factor depends upon the CPU but I'm not sure about that.
Bottom line is the Q9300 should be faster than the E8400 by a factor of ~1.5 (and maybe more). I guess you have to decide if that is worth $100 to you.
