Exploiting LM rules?!

This is the same thing that has happened many times with the fast roll rule. Player A consistently rolls before his opponent picks up his dice, and the other player doesn't say anything about it. Now the opponent rolls fast and rolls a joker, and the other guy calls fast roll.
If I were the tournament director, I would let the roll stand and say that the other guy gave up his right to make that call as he had been allowing fast rolling.
Same thing with your example.
Now, the problem is if the players don't agree that the previous illegal rolls had happened, in which case you would have to rule on the current roll and that roll would have to go over.
Again, in your example, if I were the tournament director I would caution the player who was not hitting the clock to be careful to do so in the future and if he continues to make that error and it causes a problem, he will be penalized for his action.
As for the other player, I would tell him that what he did was what we call "taking a shot" at your opponent and abusing the rules to gain an unfair advantage. As he was supposed to call the player on not hitting the clock every time he was not living up to his responsibilies either, and to use that to gain an exceptional advantage is very poor sportsmanship, and I would at least warn him that if I saw further acts of this nature, he would be forfeited out of the tournament.
