We don't know what was really going on here, most acutely because these are imaginary players. But it's entirely possible that our hypothetical Player B didn't insist on making Player A hit his clock after every roll because he either didn't know that was the proper procedure or didn't feel like it made a difference. I can't assume bad faith, particularly since there was no realistic chance Player A would run out of time.
It seems pretty clear, on the other hand, that Player A was taking a shot. Letting a player roll the dice and then make a claim that his own anti-joker should be nullified seems like an obvious case of gaming the system. If I were on the ruling committee, the director would have to give me a pretty strong argument for why Player A should be allowed to claim a benefit from his own irregularity.
In general, my view in situations like this and the other one we recently discussed is that the game on the board should rarely be rewound several moves, unless it is necessary to do so in order to avoid substantial injustice.
