I am not as sure as you are about their intentions but especially not about what they may end up achieving intentionally or unintentionally.
They are not targeting "new" players but "young", "very young" players who are very susceptible.
Let me repeat what I had quoted in my first response:
..."This is why Mochy and I have set up the final qualifying matches for the Intercollegiate to be monitored live by a trusted representative."...
They already start out by assuming/suspecting that those new young players will cheat, by generalising and perhaps projecting themselves...
What do you think that will accomplish other than instilling distrust in those new young players?
Some may argue that it may be a good thing for them to distrust others.
I would argue that it would be better to teach them to not put themselves in situations where they would need to distrust others, such as "gambling tournaments"!
