In the one that you say is "correct," the HTML source has
±
which is a robust way of encoding the character and should always display correctly. In the one that you say is "incorrect," the character is hardcoded and so the way it displays will depend on the chosen text encoding. In most browsers, you should be able to get the "incorrect" sign to display correctly if you tell the browser to use a "Western" text encoding (often under the "View" menu) as opposed to "Unicode" or some other text encoding.
