Based on the description of what happened on the committee I get the feeling that this rule was introduced because of 1 very vocal guy who used to play like that in his home country.
I consider the issues which the committee tried to solve by the introduction of the new rule to be non-issues. Eg I prefer to bear off on the right and feel no disadvantage because of that.
I don't feel it's a big hassle to occassionally have to reroll because I wasn't able to make the dice end up flat on the board. I get new delay and am back in the same situation where I was at the end of the opponent's turn. No more than 5-6 seconds have been wasted by that and it's certainly not something which is holding up any tournament. If it is, then the schedule is already too tight to begin with.
I don't like changing a well functioning rule which is pretty close to being universally accepted for reasons which are overstated.
