ABT: 5.6 DEAD CUBE. When the cube level is high enough to ensure that the match will end with the current game, that game shall be played to conclusion at the present cube level.

USBGF: 4.4.9 Doubling When the Cube is Dead A player may not offer a cube when its current value is sufficient to guarantee that he will win the match at its current value simply by winning the game. In the case of such a “dead” cube, any further cube action shall be deemed invalid and dealt with in the same manner as an improperly-turned cube during the Crawford Game (see section 4.4.6, above), with the prior (dead) cube value determining the number of points scored for the prevailing player.

So, if I'm reading this correctly, the cube you describe would be legal under ABT rules, but illegal under USBGF rules. Personally, I favor the ABT formulation. In your case, the doubler made an action clearly not in his best interest, but he did afford an opportunity for his opponent to make a similar blunder (brain-fart?) by passing. The USBGF would save him from himself in this case while ABT would allow the cube and call it dead going forward.
I like the ABT rule. It's not clear to me why players should be prevented from sending an egregiously bad cube. Elsewhere in the match, there are no rules safeguarding people from getting confused about their best interest and sending a hugely wrong cube, so why make this a special case? Also, the ABT rule is super-simple to understand/apply and is less than 30 words long -- what a bargain.
This seems like a really important rule to get hammered out and understood by participants. In a legal-rules tournament, (which NY Metro was not) the taker in your example would have to correct his opponent and restore the cube to 4, right?
I haven't been able to actually find a statement on the NY Metro site about their rule-set.. Both ABT & USBG logos are featured, so dunno.
