It is not a philosophical question at all. If you record 100,000 rolls and you are off by more than a standard deviation, you know something is wrong. And if you continue with the same dice or dice rolling app another 100,000 times and it is off, in the same direction with the same tendencies (rolling too many 2's for example) you know that it is not only not random, you know that it has been hacked, or in the case of real dice, the dice have a defect that makes it roll more 2's.
The beauty of electronic dice is that you can find out what the dice generator is and you can track it. You can't do that with physical dice. All we know about physical backgammon dice is that they are not precision, and logic, and trials will prove that if a die is not precision, some rolls will come up more than they should and others less. Even with precision dice (with the squared corners and tested for accuracy) it may not be random if you put them in the hands of a cheater who can manipulate the dice; alter the dice; or switch the dice.
How does a cheater alter the dice on an app provided by the TD or another truly impartial or trusted party?
