I don't think the first position is worse than the 2nd position because there will be several sequences where you bear in and off on the same shake in position 1 but not in position 2 and that is huge because you will then be left with an even number of checkers. I think those sequences more than offset the doubles which work more effectively on position 2. So I think blue is better off in position 1 than in position 2.

These thoughts are not much more than guesses.
