I don't think this expectation can or should be set. The Rules are intended as law and will be required for use; the Ruling Guide is entirely advisory in nature to help players and directors better understand the Rules and guide them to make proper and consistent rulings when disputes arise. It is comparable to the difference between the actual tax code law as passed by Congress, and the many detailed booklets that the IRS writes to help you understand the tax code so that you get your taxes done right. So while I think there is a lot to be gained by having the eyes of the public on the Ruling Guide document and collecting feedback helping to make things clearer or point out holes, inconsistencies etc, that is a very different thing from saying that 1) the document can't be published for use before suggestions are taken; 2) that the same kind of formal documentation of all comments received and detailed responses to each one must be delivered; and 3) that it must be put to a referendum of the members.
