Absolutely, the public will see the Ruling Guide and be able to provide feedback! The goal of the Ruling Guide will be to inform and educate the backgammon players every bit as much as to help tournament directors. Otherwise, why write the thing?

But the case you raise would indicate a potential problem with the rules themselves, not a problem with the Ruling Guide, which only attempts to explain the intent.

The Rules themselves are a living document. There will be future revisions if such changes are perceived as improving the rules or benefiting the game. And ongoing public comment will certainly be a source of potential changes to consider. So if upon reading the Ruling Guide (once available) it leads you to realize that a rule is not what you thought it was, and not in a positive way, then you should raise that issue with us and we will take it under consideration in the next review cycle.
