This is true. And that is why every single rule in this proposed set of rules that differed from the previous ABT and USBGF rule sets were itemized in a What Changed document in advance, with the intent explained. And the same is true of all changes adopted as a result of public comment. So what's left? You are concerned about the intent of all the rules that haven't changed? The ones you've been playing under for the past decade? The answer at the moment to that is that the intent is the same.

Have you heard of the US Constitution? Sure, it would be nice to know with certainty exactly what Madison, Hamilton and others intended in 1787 regarding any of the numerous situations that have come before the courts over the last 240 years, but that doesn't mean the Constitution couldn't be ratified and serve as the basis for our legal system exactly as written, without a Ruling Guide.
