Premature without ruling guide

I agree that in principle, it would be best if the ruling guide was available before we cast our votes. But there have been several questions in this forum about how various potentially ambiguous rules would be interpreted, and I believe that answers have consistently been forthcoming. Unless there is still a rules-interpretation question that remains unanswered on issue(s) that are important enough to determine whether or not you would support the rules (and even then, you can ask it before the voting period expires), the lack of a ruling guide should not, in my view, be a reason to vote no. (To be clear, I haven't decided on my vote yet, because I haven't had a chance to read the proposed rules after final modifications.)
