Premature without ruling guide

Right.

The thing to remember is that the 2009 ABT rules - what we are hoping to transition from - does not have a Ruling Guide, nor did any prior US rule set. Yet we have somehow managed to play tournament backgammon in the USA for decades. How is this possible? Because if the application of the rule is not entirely clear in some obscure situation that arises, the director uses their best judgment. There is a rule that says that. The goal of the Ruling Guide then is to help achieve consistency in rulings, to give directors cover for making those rulings, and to give players some extra knowledge to avoid some disputes in the first place. It is not that directors are otherwise incapable of looking at the words and making a decision.
