Why I voted to Accept the proposed USBGF rules - Ruling Guide

Regarding the evolution of the rules, is there some guaranteed process for effecting that? For example, if a petition from 100 members calls for changing a specific rule, that would be put to an annual vote.

I think more confidence in the ability of members to effect future change would make it easier to vote Accept.
