For a player of average speed I think that the 2/12 settings represent a comfortable allowance, rather than having to play faster than normal (as you feel they do). Typically, how much time do players have left over at the end of their match? More than half of their reserve left unused is an average figure, I would guess.

The arguments for a 15s delay, though valid to some extent, are reduced by the dice on chequer rule (US) or regaining the delay (Europe).
