Too constraining, IMO

"The partner who is not moving the checkers is responsible for the clock."
I see this as a healthy habit for doubles teams that are trying to be genuinely collaborative (which is not always the case). But it should be a decision left up to the players, not an obligation mandated by the rules.
Also, Phil writes: "That eliminates the risk of the (checker) player hitting the clock before his (non-checker-player) partner agrees."
Yes, but it doesn't eliminate the risk of the (non-checker-playing) partner doing exactly the same thing: unilaterally hitting the clock before his (checker-playing) partner agrees to the provisional play.
