Ahead in the race, one checker back, against a semi-advanced anchor, you want to run, so you start 24/16 and then 13/9(2) is what is left. You can also look at it in a different way, that the gains from advancing the 9-point to the 5 is marginal against a 22-point anchor, whereas the gain from escaping to the 16 is clear.
