Magnus had a responsibility to make decisions he felt would maximize his match winning chances. If he felt that the decision to offer a draw in Game 12 when he was clearly pressing and way up on time was the right decision based on his relative advantage in rapid format, that is on him.

That said, it was terrible for the fans, sponsors, and organizers. The WC format should be changed to better align the players' goal to win the match with the fans' desire to see fighting and decisive chess. They have used a Bilbao scoring system in some tournaments that awards 3 points for a win and 1 for a draw. At a minimum, we could have a tiebreak format with classical time controls and Bilbao scoring...deciding the classical world chess championships with rapid time controls is a letdown.
