There are eight players in total, four of them lose in the first round, two of them in the second. There are 28 ways to choose 2 from 8 elements, 6 ways to choose 2 from 4 and one way to choose 2 from 2. (1+6)/28 = 1/4.
If there are 16 players, there are 120 ways to choose two of them. (1+6+28)/120=7/24
