I think you and the committee are right that a time-out penalty that a player may not be able to dig out of it in years is too severe. Maybe some middle way could be found. For instance, what if the time-out were logged as a premature resignation for the current game only -- so Julius would resign a single game at the position you displayed and that would end the match -- XG doesn't require a match to be completed in order to be included in the calculations, does it? It might be interesting to see what the hit to the match and overall PR rating would be for these two instances.

If that is not deemed sufficiently costly, perhaps the resultant loss due to time-out could be capped at something like 1 or 2 PR on your overall rating for the current 300 EP -- so if you were a 6 PR going into the match, the worst the time-out could hurt you is to drive you down to 8PR (or it could be a proportional thing, like 25% of current PR). This would probably mess up your database I guess, but maybe there would be a way to artificially modify the match file so the overall cost was mitigated.

I agree with Stick though that it's not good for the integrity of your ratings system to allow 'do overs' or vaguely defined exceptions. Timing out is something that happens often enough that it deserves a clear policy in terms of how it's handled.

Personally, I'm among those who think the match-losing penalty for timing out is too severe, given that the main purpose of clocks is to keep matches moving along at a reasonable pace. I've never come close to timing out myself (I run out of things to think about - tumbleweeds!) -- but several players whom I respect have lost on time, and it certainly doesn't grossly affect my estimation of their playing ability.
