Ok, I got it, in some very special situation of score and position can go very high even a checker error, like losing 14 EMG in a 13p match. The timeout at 12 to 0 can cost 25.0 EMG, so higher by 9.0. A time out must be punished because a player can have the convenience to lose by time instead of playing short of time but if some automatic rule it would be ever considered for cases like this I still think a 2.00 EMG punishment (for all the bigger resignation error) it would be more reasonable rather than cancelling the whole tournament.
