I'm always asked by people after such an incident "Do you think Player A noticed he didn't hit his clock?" We don't always have video evidence to try to garner more information. Even when we do, it likely doesn't tell us much more. My answer is always the same. Personally, I can never imagine not noticing because that's what you do. You wait for the person to hit the clock and then it's your turn. There have been countless times when I've told opponents to hit their clock immediately after forgetting to do so knowing they thought their action was finished.

Now, there are a lot of variables that go into play. The first for me is who are the players/what division are they in? I'm much more likely to believe that an intermediate player innocently didn't notice their opponent cubed than an Open level player who is well accustomed to clock play. Also as a generalization the better the player is the more likely it is they would have noticed the opponent didn't hit the clock. It's what they do, pay attention to details. (though to be fair, some of these better players have also timed out in matches so wth do I know)

Lastly for the moment, if we have video evidence, know the players involved, at what point the time lapse happened (I think it's safe to generalize that a person would be more likely to let someone's time run not alerting them to the fact they didn't hit the clock late in a match than earlier in a match), we look at the decision the other player faced. It's almost always a cube decision. Now we have to look at that cube decision and how long the person spent thinking about it. Does this cube decision merit that much time?

It's a lot of factors to juggle and everyone is able to draw his or her own conclusions.
