A recurring theme in modern AI is, instead of having a human come up with a hand-crafted definition of something, just turn the computer loose on a lot of data.
For example, to make a bot that plays backgammon well, we don't sit around and come up with a humanly crafted definition of a "good backgammon move." We program a computer to play backgammon and let it figure out for itself what a good backgammon move is.
Similarly, instead of trying to come up with a verbal definition of "difficulty," a more promising idea would be to collect as many game transcripts as possible, isolate the blunders that humans make, and have the computer figure out for itself what constitutes a decision that is difficult for humans (i.e., a decision that humans tend to get wrong).
