Actually, I think all of the initial suggestions are of value in that, rather than stagnating at zero progress, they at least present 'some' progress.

i.e. they might serve to guide as (basic) examples of how 'difficulty' might be defined. One has to to start somewhere!

I included all of Bard's suggestions for completeness, and I might even contend that although the wording is clunky, 3 (shortness of time) might well be correct. i.e. If one has just 2 seconds to play double 1s in a messy failed blitz, I think most would find it difficult. Granted, this might not be a consideration while training at one's leisure at home with no clock.

You claim that 4 - consideration of level of skill and experience is 'irrelevant' but then ask a short while later "do you take all kind of humans on average or is there a difference between layman and expert?"

Consideration of the player's level of skill and experience is of some value to my idea of the ideal project - i.e. it would allow for features such as presenting a personally tailored 'curriculum' of Pay Now/Pay later positions and variations that start off easy at first, but get progressively harder. Or for World Class level players, start off hard and get harder.

Or perhaps the user could feed it a position or decision and the AI could use this a baseline to generate 100 similar situations to train against, gradually increasing the 'difficulty' at a rate of your preference

Yes, I fully agree this project would present a number of far from trivial challenges. But if this illustrious forum isn't the place to discuss such things and try and request support for them to happen, then where is?

Moving forward, I would be very interested to know if you are able to kindly add quantity / quality to the starred points
