I'd assume that ESPN were recording during the ad breaks and showing you as-live, time-lapsed footage.

You are too kind to them. They skip quite a few qualifying runs completely (the least popular drivers). They show the runs of the popular drivers. What ESPN is doing is showing interviews of the popular drivers while others are qualifying. Then there is a backlog queue that must be emptied.

All in the name of viewership.
