You have to consider that many, many moves (probably easily most moves) do not take the 12 seconds of the buffer.
The clocked match will proceed at exactly the same pace as the identical non-clocked match, the only difference is the cumulative cap on excessive pondering -- 2 minutes per point, 18 minutes on a 9 point match.
In my personal clock experience -- maybe 20 or 30 matches -- I have never come close to running out of time. I've never had an opponent timed out, only two were close. UBK was close but I think he tries to efficiently manage his time so that he uses most, if not all, of his time. I know UBK won a match on the clock in Michigan this year, but that is the only one I've heard of in quite a long time.
It is the very very rare match that goes the max number of games -- all one point games. I've seen it, but really rare.
I would wager goodly sums that a clocked event will always be faster than a non-clocked event.
