Bring your own Clock

I'm told that all competitive Scrabble tournament matches are clocked, and players are expected to have a clock as normally owned equipment. I agree $40 isn't much for a clock, I have mine already, and would like to see more of them in-use at tournaments.
I used to play at an online site named clubgames.com. Their tournaments were almost always played with a Bronstein clock, 15 sec + 2 min/point. The penalty for running out of time was a 2 point penalty, at which time 1 more minute of base time was added to the player who ran out. Perhaps this penalty could be used with the novice divisions as it is less severe than loss of match.
In all my matches on clubgames, i probably timed out twice, and that was mostly for internet connection issues.
