It isn't practical to rest delay time everytime dice are cocked as it simply will mean too much fumbling with the clock and also slow down play. But when dice hit the floor, then the clock is stopped to look for/retrieve them. Note that cocked dice occur very much and dice hit the floor rarely, even if you roll as hard as I do.
Neil, I think you should rethink this. First off I know you are quite opposed to someone who shortcuts his shake/roll (as am I). But consider a couple things (and here I don't mean 'you' to be NeilKaz, but a player in general):
1) If your dice cock and your clock continues to eat into your per-move free time (15s, 12s, whatever) you are more likely to rush your shake+roll on the retry.
2) If cocked dice are going to cost you, then it is to your advantage to do a VERY WEAK toss, to make sure the dice don't touch checkers or walls.
3) It is a disadvantage to be the person rolling into one's own homeboard. Even though the direction, etc. can bet determined pre-match by casting lots, there's enough randomness in the game intrinsically that we don't need to further advantage one player with this added component.
I don't understand the 'fumbling' comment. The players are not centering the clock but simply punching it to transfer the time to the opp. This is what happens on every play/cube and I don't see any issue with it.
Finally, we don't all have large boards such as yours (nearly 2 inch checker and thus as large of a board as anyone in the ABT with the exception of Tim Mabee :). Some boards have less room for dice to land. Some have harder surfaces leading to dice flying off them more likely.
But most of the time it goes: toss, 'cocked', hit clock, hit clock, and your back to where you started. It's a small (if any) change to the match time-length but the important thing is that it doesn't favor one player over the other whereas the current rule does.
