Well thought out and communicated. I find myself in agreement with most of what you have said. I'll only comment on a couple points:
3) Agree, and see my reply to Neil's post below.
6) 4-15 is probably a bit excessive, but I certainly agree that we should 'err' on the side of more time until players get used to clocks. Most players don't come close to using their free time so for many, going from 2 min/matchpoint to 4 min/matchpoint will mean nothing to the majority. But there are those in the tail (UBK :) who could take advantage and possibly lead to some pretty long matches. 2-12 is doable once you get used to clocks, but it's still pretty tight for me. I've come around to the idea of giving preference to extra seconds of free per-move time. Note that since this time isn't savable and it isn't needed for forced moves (or near forced moves), it doesn't really add much to matchlength, either. It does take pressure off those players who prefer a "vigorous shake and toss" although I suspect the fast shake-roll players will continue their questionable (by the rules) habits. Some compromise (3-15 or 2.5-15) would probably allow the clock newbies to get comfortable and still avoid the excessively long matches.
7) I'd like to see things accelerated and have clocks in the open events (not as concerned about the Int/Adv although players who frequent them probably do have opinions, as do directors). The Grand Crystal Beaver (Masters event at Midwest Champs) has been using clocks at some level (maybe only final three rounds?) for several years. IMO, clocking side events will not speed up the acceptance of clocks in the main events. Let's bite the bullet and get clocks into the Open Main now.

Now I see some people asking for a two-part implementation of A) "clocks allowed" being the tournament rule and B) clock fanatics bringing their own clocks and then applying the "clocks allowed" rule consistently. Hey, I think that could work. Let's try it! Since a minor issue in Pitt (where I was going to be required to play on an ANALOG clock), I've been bringing my three GameTime II clocks to events and making them available to the directors (where they've sat mostly unused, although one has been used at each of two TY's on occasion). If we can get directors to agree to "clocks allowed" rules then I'll keep one for myself and loan the others to people without clocks who agree to apply the "clocks allowed" rule every match. If not enough takers I can still provide them to the directors.
