AFAIK, 'ABT' is Bill Davis, with advice from TD's as he wants/needs it. But as far as what constitutes ABT, once a tournament has been accepted (by Bill) as an ABT event I don't think he is particularly demanding on how the tournament is run.

So, for example, if Jeb decides he wants all open matches clocked at Carolina (and of course has a way of getting enough clocks) I doubt very much that he would be pressured to change his mind. (Maybe we should ask Jeb.)

As Greg has pointed out, his TY was "clocks allowed" whereas most ABT events aren't. Until recently there were two versions of Rules (1990 and 2003?) in use simultaneously on the ABT (at different TY's). And even with the recent rule changes which were better accepted than the 2003 set, two directors (Gibson and Markowitz) make exceptions to them, I think with regard to some part of the appeals committee rule.
