My experience with my Excalibur II clock it that the delay time is not variable. Players can start with different amounts of time on their clock, ie. Player A has 14 minutes, Player B has 18 minutes.

An alternate method is to make the penalty for time running not loss of match, but some sort of point penalty, after which time is added to the offending players clock and the match can go on. Example, Player A runs out of time, his opponent gains 2 pts and A's clock is reset for 1 minute. If A runs out a 2nd time, the penalty can be the same or match forfeiture.
