Just to make it clear (since I was one who gave my opp the 'option'), Peoria was "clocks optional" meaning both players must agree (OR the director requires) before a clock will be used. The opp who said he'd leave competitive BG was my first round opp in the Open, so I doubt Linda would have required a clock (I'm reasoably sure she would not have).
If the rules were "clocks allowed" which means EITHER player's wish for a clock is sufficient, then I would do as Jason does in the LA Masters -- have the clock ready for every match and use it indiscriminately in the Open.
As to why Linda allowed Rory to clock your match without your permission, I guess she should answer that. I would assume it was late and she thought getting the match over in a reasonable time justified the clock usage.
In Pitt on Saturday night I finished a match at ~12:30 and see Bill Davis (the "messenger") carrying a ANALOG clock over to my table so my match with Nora Luna would be on-the-clock. I went haywire, not because of the general idea (clock) but the fact that it was analog. Now in this day of digital clocks and digital rules I don't feel at all sheepish in calling a spade a spade -- this was absolute BULLSHIT. I went up to Steve Hast (TD) and asked why we weren't going to play on a digital clock with digital rules. Because he didn't have one!! So even though the Boutique was closed, when I told CJC what was happening (and she agreed that I had a legit complaint), she sold me a clock. Then I had to find batteries but Pat Gibson was there and he went to his room to find some for me. In this case Nora had requested a clock because of the lateness of the match starting time and TD agreed. At least I was able to drag some people into the 21st Century (thanks to help from CJC and Patrick). I don't know what I would have done if I hadn't been allowed the time (or couldn't find CJC or batteries) to get a digital clock. As much as I've bitched about this as it turned out, imagine how much noise I would have made then!
