I'm not sure and maybe the gamelogs are different than the TV reports. I've noticed on TV that they seem to truncate rather than round, except when less than 1 yard. So for your example, if they gain 6 inches on first down it is now 2nd and 9. But maybe that's just the way the TV people report it. I don't know if they have the liberty to decide or whether they are looking at a monitor which shows the (semi-)official NFL gamelog as it is being written.
